Leadership of DPR

 

The Leadership of the DPR constitutes one collective unit of leaders, consisting of one speaker and 4 (four) Vice Speakers who are to be elected by and from among the Members at a Plenary Meeting.

In so far as the Leadership of the DPR has not been elected, the DPR will be temporarily led by Acting Leadership of the DPR, consisting of one Speaker and one Vice Speaker originating from 2 (two) Political Parties which gain the highest and second highest number of seats in the DPR.

Speaker and Vice Speaker candidates shall be nominated to the Acting Leadership in writing by Factions in the form of one package consisting of 1 (one) Speaker candidate and 4 (four) Vice Speaker candidates from different Factions for election by a Plenary Meeting.

The Leadership of the DPR shall be elected by and from among the Members. Speaker and Vice Speaker candidates shall be nominated to the Acting Leadership in writing by Factions in the form of one package consisting of 1 ( one ) Speaker candidate and  (four) Vice Speaker candidates from different Factions for election by a Plenary Meeting.

The election of the Leadership of the DPR must be conducted in an amicable manner with utmost efforts for reaching a unanimous decision. In the event that a consensus cannot be achieved, they shall be elected upon the simple majority of votes. Every Member shall elect one package of candidates who have been nominated. The package of candidates which gain the most votes shall be appointed as Speaker and Vice Speakers.

Both the Speaker and Vice Speakers shall swear an oath at a Plenary meeting prior to assumption of the positions, as follows:

 

"For the sake of God I swear: that I will do my best to fulfill my obligations as Speaker/Nice Speaker of the Dewan Perwakilan Rakyat (House of Representatives) in good faith; that I will firmly uphold Pancasila and enforce the Constitution of 1945 of the Republic of Indonesia and laws; that I will further uphold democratic life and serve the nation and the State; that I will strive hard to reach the aspirations of the people I represent and realize national goals for the benefit of the nation and the Unitary State of the Republic of Indonesia."

 

The tasks of the Leadership of the DPR include among other things: to preside over meetings and make conclusions on the results for decision; to prepare work plans and divide tasks between the Speaker and the Vice Speakers; to serve as spokesperson of the DPR; to implement and disseminate DPR decisions; to represent the DPR and/or its complementary organs in courts; to conduct consultations with the President and the leadership of other state institutions in accordance with the ' decision adopted by the DPR; to implement a DPR decision concerning sanctions on or restoration of a Member in accordance with prevailing laws and regulations; to determine the goals, general policy and strategy involving the management of DPR. budgets; and to be accountable for the performance of its tasks at a Plenary Meeting.
