IPU Adopts Nusa Dua Declaration, a Call to Action to Step into a Better World for All

The 144th Inter-Parliamentary Union (IPU) Assembly has resulted in several outcomes including the Nusa Dua Declaration, a resolution under which the world’s parliaments agree on the urgency to tackle climate change. The Indonesian House Speaker Dr. (H.C.) Puan Maharani asked for the commitment of all members of IPU to adopt the Nusa Dua Declaration.

 

“At the opening of this Assembly, representatives from Indonesian young generation, who can also represent the views of the young generation in the world, raised a question whether Parliaments are ready to tackle global warming?” stated Maharani at the closing ceremony of the 144th IPU at Bali International Convention Center (BICC) in Nusa Dua, Bali, Thursday (24/3/2022).

 

"What picture of the earth will we leave for future generations? What are permanent solutions to create peace? Will the world be ready for a threat of crisis, which may be worse, in the future?” she said while also explaining that the world is currently facing various challenges at the same time.

 

Maharani emphasized that climate change needs strong support to carry out mitigation and adaptation efforts. Developing countries need USD 100 billion for the support of climate finance. The commitment has to be fulfilled.

 

The Nusa Dua Declaration was drafted after the General Debate carrying the theme ‘Getting to Zero: Mobilizing Parliament to Act on Climate Change’. The adopted document of Nusa Dua Declaration summarizes the complete commitment of the global parliaments to getting to net zero by 2050 or in accordance with the target of each country. “The Declaration on climate change has gathered aspirations on strengthening national actions to realize the global commitment and it will be followed up continuously,” said Maharani.

 

During the conference, 120 delegates from almost a hundred parliaments and IPU's partner organizations made interventions. Maharani said that the document of Nusa Dua Declaration consists of various matters needed to realize the commitment of parliaments to achieve climate-neutral by 2050 or in accordance with the target of each country. “I highly appreciate dear colleagues, Members of Parliaments present in this room for your commitment and collaboration in the spirit of solidarity,” stated Maharani.

 

“History has given us a chance that we, at the parliament now, are able to build global commitment and cooperation. We have grabbed a slice of history to build a healthy, peaceful, and prosperous world,” added the first female Speaker of the House in Indonesia.

 

The former Coordinating Minister for Human Development and Culture called on all Members of Parliaments in the world to use IPU as an opportunity to create a better world as a legacy for the future generation, bearing in mind frequent calls from the young generation for concrete actions from the leaders.

 

“Let us seize this opportunity to enable parliament to leave a legacy to the young generation a world with a culture of love for the environment, love for peace, and love for humanity. We all have the same commitment—all for one, one for all. A better world for everyone,” Maharani said.

 

Besides the Nusa Dua Declaration, IPU also adopted several resolutions to respond to various challenges nowadays. A resolution in the Standing Committee on Peace and Security re-emphasizes the importance of the principles stated in the UN Charter and the roles of parliaments in promoting reconciliation and stability in conflict zones.

 

In addition, a resolution in the Standing Committee on Sustainable Development calls on parliaments to enhance the roles of information and communication technology in education.  “Parliaments have emphasized the importance of not merely making a commitment, but we have to take real actions in every joint commitment that we have made in order to tackle global issues,” stated Maharani.

 

The granddaughter of Bung Karno, the proclaimer of Indonesia’s independence, said that the world has to take real actions to make considerable changes. She said that a small step followed by other steps would make us closer to our goals. “We have to make sure that all countries fulfill their commitments and translate them into real actions. Issues arising from discussions require our joint commitment,” she said.

 

The Speaker also touched on the handling of COVID-19 pandemic and the importance of the equitable distribution of vaccines, the emphasis to increase the level of preparedness of every country to handle the pandemic in the future, consideration to pay attention to the economic recovery process that needs to be done equally between developing and developed countries and issues of corruption that stresses the role of parliament to strengthen legislation to curb corruption.

 

Maharani concluded by saying that the House would be committed to adopting IPU’s outcomes continuously, including the Nusa Dua Declaration, the title of which is taken from the place where the 144th IPU Assembly was held. “The House will ensure that this commitment will not end only as a mere document and is committed to providing concrete support in tackling climate change in Indonesia and the world,” the politician from the Indonesian Democratic Party of Struggle told.
